The known as project will thus constitute an obvious transgression with the Nationale policy for the protection of the dimensions, as well as with multiple International Conventions already ratified by Morocco.
This project is contradicted besides with the reasons even of the creation of the Al-Hoceima National park recently declared through the royal decree from October 8, 2004.
Indeed it does not respect nor the recommendations of the 5ème world congress on Parks IUCN; in particular the European charter of durable Tourism in the protected surfaces “Tourism like instrument of the conservation and support to the protected surfaces” ; nor objectives and provisions emanating of articles 4 and 7 of the “Protocol relating to the surfaces especially protected and biological diversity in the Mediterranean” from 1995. | Believing of our share, with a step of plea constructive and participative for a durable management of this protected zone, a scientific report/ratio, of argumentation and justification is being enclosed to you in this letter, to this end.
In conclusion it returns to Mister the Minister for the equipment as to the persons in charge who are directly dependent on this subject, in particular Mister the wali for the Al-Hoceima province; the persons in charge with Office of the High Commission for Water and Drills, the Ministry for the regional planning of Water and the Environment to do what is necessary to preserve cliff Ar-Grinds Tared - Youssef, and to choose other alternative technical choices more judicious.
